An opening screen in ArcView looks like this
 At the top are Menu Bars, Button Bars and Tool Bars.

The Menu Bar is for File, Edit, View, Graphics etc. 

These are pull down menus. The Menu appears when you click on one of the words in the Menu Bar. Click on the word View and you will see

Button Bars
The Button Bar is a quick way to to access commonly used operations in the Menu Bar. 
The Add Theme you see in the Menu bar performs the same way as Add Theme Button  in the Button Bar. Either one may be used.

Tool Bars let you change the tools the Mouse is used for. Each tool has a different use. When you click on a tool, and then return to the map, the cursor will look different.
1. Click on the Inquiring I The Inquiring i,  will be used to identify features on the map.
2. Click on the Zoom Button This tool lets you zoom in on the map and enlarge an area.
3. Click on the Measure Button This is the measuring tool, with this you can measure the distance between 2 features in the map.
4. Click on another icon 
on the tool bar.
